Like "Blueprint for Victory", "The Rise of the Bomber" was never meant to be more than an introduction to the momentous events of 1940. It was only as I was writing it, and the 'introduction' was getting longer and longer, that it became clear that the events that led to the Munich Agreement were much more than mere staging posts to the inevitable war everyone expected. The weapons, tactics and strategies developed would determine the course of battles in the Second World War. But as this introduction slowly grew into a book, I began to realise that this period was important for other reasons. It was a dress rehearsal for the thermonuclear age. The danger the bomber posed might have been overestimated but the perceived threat was taken every bit as seriously as the later nuclear threat. The parallels were striking. In the twenties and thirties, the fear of countries being wiped out by weapons of mass destruction forced British politicians and military leaders to face the same issues their successors would have to deal with a few decades later. The bomber had the same distorting effect on defence planning that nuclear weapons would have. In 1939, the bomber's powers of destruction were grossly exaggerated. No-one would dispute the destructive power of nuclear weapons. Nevertheless, writing the book left me wondering if a Third World War would have been more like the Second World War than we imagine.

I don't know Greg Baughen from Adam's off ox and have found no reviews of his book, but it looked like a worthwhile effort to address a subject I'm interested in, and it wasn't too expensive in the Kindle edition, so I bought it. I'm very glad that I did.Baughen provides a very readable, thoroughly documented analysis of the planning of the Air Ministry in the UK between the world wars, including consideration of its technological roots and political implications. It's not written as a polemic at all, but it stands as a searing indictment of the senior leadership of the RAF and their civilian allies. Their obsessions, in Baughen's telling, were not only the independence but predominance of the RAF, together with exclusive focus on strategic bombing. At the same time their extraordinary blindness and naïveté regarding both operational and technical matters resulted in a bomber capability that was substantially weaker than it might well have been. They insisted repeatedly that the strategic bomber was the ultimate weapon, rendering all other forms of military power obsolete, frightening the politicians and public who depended on them for advice about defense. But when the crisis came in 1938 they greatly overplayed the German threat and downgraded the RAF's own capability, leaving the hapless Chamberlain utterly unsupported. Baughen makes a strong case that in the year bought by throwing Czechoslovakia to Hitler it was the Germans who gained more in strength than did the British and French.All in all this is an excellent book for anyone interested in Interwar air power and/or its role in the affairs of state.
